    For over nearly a decade, I have known and collaborated with David Papera, whose integrity, absolute ability, and expertise in real estate development are widely respected on both coasts of the United States. As the founder of The Delta 9 Global Corporation, a San Francisco Bay Area-based investment group specializing in international opportunities ranging from land acquisition, mining projects, and resource development—including cross-border financing—here is my brief story.

    My Story

    I was adopted by an American family in Oregon. I was a tough kid with a gun in my hand at a young age and ended up in a boat floating to the United States, wondering if I would live hour to hour. I have a testimonial of endurance, faith, and a love for the United States. I deeply appreciate what this country has done for me and feel a strong calling to give back.

    As a man of Vietnamese descent, I love and honor my Vietnamese heritage while being proud to be an American. I am forever grateful to my adopted family in Oregon for their love and guidance, and I carry with me the values of both cultures in my life and work. Above all, I hold a profound love for the Lord, Jesus our Saviour.

    Our enduring friendship has inspired exciting new ventures, specifically in Ho Chi Minh City, Vietnam. Together, we are developing eco-resort projects and wellness communities that embody sustainability, luxury, and access to what we feel is God’s gift through nature to all mankind’s strong sense of place. These initiatives are designed not only to meet the highest standards of environmental stewardship but to inspire new models of community living, with international collaboration at their core.

    David Papera’s remarkable California developments have always impressed me, realizing he was bound—if not placed—in a particular environment. After careful reflection, I learned that David developed 8 Egret in Mill Valley, California. My research revealed numerous properties in Montecito, California, and multi-family San Francisco high-rise projects. It is a testament to his far-reaching talent that his craftsmanship graces not only Tiburon and other well-known areas but also unexpected pockets of the Bay Area, like this Mill Valley residence. I had previously associated David’s primary work with Tiburon, yet my recent discovery further confirmed the breadth of his skill and vision.

    The Art of Turning Challenges into Foundations

    Development has always been more than a business to me—it’s a form of problem-solving. Every property carries its own unique story, and for me, few have been as memorable as Paradise Cay in Tiburon, California, where I developed thirteen homes overlooking the bay.

    The project taught me invaluable lessons about collaboration, resilience, and the quiet brilliance of those who work behind the scenes—architects, engineers, and craftsmen whose combined expertise shapes lasting communities.

    Collaboration with a Visionary Architect

    Over the years, I’ve had the privilege of working alongside Don Henderson, founder of The Henderson Companies and a long-standing architect affiliated with UC Berkeley. Don and I have shared decades of stories about the unpredictable nature of development—the wins, the setbacks, and the constant balancing act between vision and practicality.

    Don’s philosophy mirrors my own: don’t take the challenges too seriously, but take the solutions seriously. Approach each obstacle as an opportunity to build smarter, not just bigger.

    Solving for Settlement: Engineering Excellence

    It was during one of our conversations that Don reminded me of an unsung hero behind the Paradise Cay project—Mohamad Saber, the structural engineer responsible for designing the foundation system that stabilized all thirteen homes.

    Paradise Cay, as many know, was built on bay fill, a notoriously unstable substrate that can lead to long-term settlement and structural movement. Mohamad devised an innovative foundation system that addressed those conditions head-on, setting a precedent that would later be adopted by other waterfront developers in Marin County.

    At the time, I hadn’t realized just how impactful that engineering decision was until Don shared the broader story with me. It was a humbling reminder that success in development often depends on the quiet genius of others.

    A Glimpse into History

    Another close friend, Douglas Tiffany, gave me historical context that deepened my appreciation for the site. Doug was only eighteen years old in the 1950s when he joined the original survey team that mapped out what would become Paradise Cay.

    He described how much cut and fill went into shaping the land—transforming marshy tidal flats into a community that today stands as one of Tiburon’s most desirable waterfront enclaves. Hearing that history firsthand gave me a renewed respect for the engineers and surveyors whose early groundwork made future development possible.

    Building with Gratitude

    Looking back, what I love most about being a developer isn’t simply completing projects—it’s working with people who bring a vision to life. Architects who turn ideas into form, engineers who turn complexity into strength, and subcontractors who execute with precision and pride.

    In this industry, no one builds alone. Each structure represents hundreds of skilled hands and sharp minds aligned toward a common purpose. The best developments, like Paradise Cay, stand as a testament to teamwork and shared expertise.

  • A Developer’s bold risk, a successful collaboration in Tiburon, CA: Dauntless Vision of a Marin County Real Estate Developer

    A few days ago, I received an unexpected call from David Papera. It had been quite some time since we last spoke, and the conversation quickly moved beyond the reason for his call – some preliminary questions about a new development he’s exploring. Before long, we were reminiscing about one of the most ambitious and defining projects of our professional relationship: the Paradise Cay development in Tiburon, California.

    As an architect, I’ve worked with many developers. But David stands apart – not simply because of his energy and ambition, but because of his tenacity and sheer will. When David first approached me with his idea to develop 13 custom homes on infill lots in Paradise Cay, I was, candidly, skeptical. The lots were in a quiet, established community, but they weren’t considered “prime” by the standards of the time. The market had consistently overlooked the area, and I, like many in the real estate and design community, questioned the absorption rate and whether buyers would truly come. Obviously, David saw something others didn’t. He believed that the right architectural product – elegant, thoughtfully detailed, and exceptionally constructed – would draw buyers willing to pay for excellence in a location just waiting for rediscovery. With his guidance and detailed input, I was the Lead Architect on a series of luxury homes unlike anything previously built in the area.

    Looking back, it still feels like an enormous risk considering the number of homes, necessary absorption rates, and committing to extraordinarily high construction standards and finish levels. I recall vividly the challenges we faced – coordinating trades, managing shifting budgets, and adjusting to unforeseen complications across multiple builds. The financial burden on David was intense. He was not part of a large institutional firm. He was a solo operator shouldering the entire load: financing construction across 13 properties, managing logistics, fielding skepticism, and working tirelessly to maintain the momentum of the project. The pressure was immense, both personally and professionally.

    As the project progressed, many of the early doubters – including myself – began to understand the clarity of his vision. Lydia Sarkissian and Bill Bullock of Sotheby’s International Realty recognized that vision from the start, and together they formed a sales team that proved the market was there, and more than ready. The homes often sold before they were even completed. The absorption rates far exceeded expectations.

    In the end, David was right. He didn’t just succeed – but changed the perception of Paradise Cay for the better. Property values increased. Many homeowners remodeled their existing homes, while others sold to home remodelers who now had validation that Paradise Cay, Tiburon indeed had strong value. In the sense a new benchmark was created in Marin County real estate. The risk paid off. Today, one of the homes we created together is on the market for nearly $4 million – a testament to the lasting value of his bold strategy.

    Looking back, Paradise Cay remains one of the most inspiring and professionally fulfilling projects of my career. What made it work wasn’t just good design or smart sales. It was David Papera’s courage to push forward under pressure, his belief in quality, and his willingness to carry the financial and emotional weight of a vision he knew would resonate eventually with everyone else.

    In retrospect, it’s clear: David wasn’t just developing homes he was developing value, neighborhood identity, and legacy.

Among those who shaped its character is John Matthams, a designer known for European-inspired homes throughout Pebble Beach and Carmel. Using natural stone, wood, and tile, Matthams crafted residences that feel both timeless and deeply connected to the land and sea.

    One of his most notable works is Otter Cove, a Normandy-style estate on Pebble Beach’s 17-Mile Drive. Homes remain modest in scale, often tucked behind gardens, designed to preserve the natural charm that draws visitors from around the world.

It is a living gallery of architecture and artistry—where a stroll through its streets reveals how design and nature can exist in perfect harmony. From Pebble Beach estates to Carmel’s fairy-tale cottages, the Monterey Peninsula continues to embody the elegance and romance of coastal living.

    Richard Hunt of Hunt Hale Jones Associates AIA, based in San Francisco, and his talented team were the architects for 11 out of these 13 homes. Their professionalism, vision, and commitment to quality set a new standard for residential living in Paradise Cay. The firm, with roots going back to 1993, is recognized for its leadership in planning and architectural services, particularly for luxury and neighborhood residential projects.

    Additionally, Hank Bruce, Architect, was responsible for the design of 233 Jamaica in Paradise Cay. His boutique firm, based in Belvedere Tiburon, specializes in residential architecture and has served the local community since 1973.

    A Market Transformed

    At the time, it was far from certain the market could absorb 13 new, high-end homes in Paradise Cay. Thanks to the tireless efforts of all involved-architects, real estate professionals, and support teams-the community emerged as one of Marin’s most desirable waterfront enclaves. Today, these homes continue to command top dollar, reflecting both the appeal of the neighborhood and the high quality we set out to deliver.
